Oceana Mission IV is a vibrant community where neighbors come together to foster a friendly environment. Our homeowners association is dedicated to promoting a sense of belonging and ensuring the well-being of all residents.
Landscape Meeting 9/18/25
WHAT’S THE ISSUE:
By January 1, 2029, a new State law mandates that HOAs need to stop irrigating Nonfunctional Turf (NFT) with potable (drinkable) water.
Nonfunctional Turf is defined as “any turf that is not functional turf, and includes turf located within street rights-of-way and parking lots.” Functional Turf is defined as “a ground cover surface of turf located in a recreational use area or community space.” As a community, we need to start identifying what grassy areas we consider as Functional Turf versus what is Nonfunctional Turf.
FUTURE ISSUES:
Separate from this State law, in the coming years, additional State laws will require that City’s look at creating irrigation budgets for large landscapes. This may have an impact on the amount of grassy areas and the type of landscape we can maintain at Oceana Mission IV. Therefore, our community may need to explore modifying existing landscape when the opportunity presents itself.
REBATES AND OTHER PROGRAMS:
The City is currently offering DOUBLE rebates and incentive programs for landscape projects that remove living turf and replace it with low water use plants. These rebates can help offset the initial costs and help our community save money by reducing water usage.
